The council based in Lakeland went through several different names during its short period of existence. All that is known from its history has been found in newspaper records from the day. The Lakeland Council created Camp Flaming Arrow in 1920, with forty acres it had purchased on the north shore of Crystal Lake, about four miles southeast of Lakeland. At that time, the council's territory went as far as the Gulf of Mexico to the west, and the Everglades to the south. In 1925, both Sunny Land Council (Manatee and Sarasota Counties) and Royal Palm (Lee, Charlotte, De Soto, and Collier Counties) reduced the "South Florida Area Council" to Polk County. Also, by 1925, the council had determined that the location had been deemed as confining, with housing developments encroaching on their venue. In 1926, the camp began to be held at nearby Clearwater Lake, retaining the program name "Camp Flaming Arrow". By 1933, with the name "Flaming Arrow Council", the camp program was being held at Lake Julianna, outside the town of Auburndale. In August 1938, Flaming Arrow Council (now with Highlands and Hardee counties) merged with Tampa Bay Area Council, to create Gulf Ridge Council. Gulf Ridge Council operated Camp Flaming Arrow and its own, older council-owned facility (Camp Owen Brorein, outside Odessa, north of Tampa) for several years, for a few weeks at a time in one location, then moving operations across the council at the other venue for a few weeks. By the mid 1940s, there were no newspaper articles found that would show that Camp Flaming Arrow was still open.
